THE DIRECTORATE OF HEALTH AND SOCIAL WELFARE SERVICES

(DIRECTOR OF HEALTH & SOCIAL WELFARE SERVICES)

 

The principal role of the directorate is to safeguard and promote public health through the maintenance and improvement of health and hygiene standards – so that every citizen is able to participate and contribute fully to the socio-economic development of the city.

The operations of the department are mainly guided by the Public Health Act and Lilongwe City Council by-laws such as the Food By-law, Solid Waste Management By-law, the Occupation and Business Licensing By-law, Control of Animals By-law etc.

The directorate has therefore two major programmes :-

The community (health) services
The cleansing services

 

 

The Community/Health Services.

This programme has five (5) major sections namely:-

  1. Environmental services.
  2. HIV/AIDS Services.
  3. Clinical services.
  4. Nursing services.
  5. Social Welfare services.
 

The cleansing services

  1. Cleansing of Streets and Open Areas.
  2. Refuse Collection and Disposal.
  3. Litter containers/refuse bins.
  4. Public Toilets.
  5. Cemeteries Services.

 

Duties and responsibilities of city residents

In order for the Lilongwe City Council to effectively and efficiently play its role (that of ensuring a safe environment and provision of quality and efficient service) there is need for city residents to support the efforts.

  1. City residents have to know and comply with the by-laws e.g. keeping premises clean and prompt payment of rates, fees and licences.
  2. City residents must actively participate in developmental meetings – where ideas are shared; and also actively participate and involve themselves in developmental projects.
  3. Caring of facilities that the Council provide.
