DIRECTORATE OF ADMINISTRATION

MR D. MILANZI (DIRECTOR OF ADMINISTRATION)

  Directorate of Administration is the hub of the Council. The main purpose of the Directorate is to provide efficient and effective administrative support services to the Council as a whole.

 

MISSION STATEMENT

The Directorate of Administration exists to ensure efficient, effective and smooth delivery of services by the Council.

VISION STATEMENT

The Directorate of Administration intends to be the most responsive Directorate in the provision of administrative support services'.

MANDATES OF THE DIRECTORATE

The functions of the Directorate of Administration are executed largely within the confines of its key divisions. The following are however some of the key functions of the Directiorate:

  • Provision of general administrative services
 
  • Provision and management of information systems
  • Provision of legal services
 
  • Provision of secretarial and messengerial services
  • Provision of human resource services
 
  • Management of Council’s inventory records
  • Provision of public relations services
 
  • Management and control of utilities
  • Provision and management of transport services
 
  • Management of Council contracts
  • Provision and management of security services
 
  • Enforcement of Council procedures and regulations

 

DIVISIONS AND FUNCTIONS

Administration Directorate has six (6) key divisions namely human resource, general administration, information technology, legal, public relations and procurement.

 

HUMAN RESOURCE

The division is responsible for all human resource issues in the Council. The following are specific functions carried out by the human resource division:

  • Control of Council’s establishment
 
  • Appointment and recruitment of staff
  • Maintenance and updating of personnel records
 
  • Management of disciplinary cases
  • Provision of HR planning services
 
  • Confirmations and promotions of staff
  • Training needs analysis
 
  • Management of workers compensations and other remuneration issues
  • Organizing and managing training programs
 
  • Advising members of staff on labour relations issues
  • Management of human resource development programs
 

 

 

 

 

GENERAL ADMINISTRAION

The division is responsible for all administrative and support services in the Council. The following are specific functions carried out by the general administration division:

  • Provision of secretarial services
 
  • Provision and management of office cleaning services
  • Provision of messengerial services
 
  • Enforcement of operational rules, regulations and procedures
  • Provision of transport and related logistics
 
  • Servicing of Council standing committees
  • Management of Council assets
 
  • Management and administration of Council’s staff medical scheme
  • Provision and enforcement of City patrolling activities
 
  • Contracts management and administration
  • Management of Central registry
